• MagicLogin\AdminMagicLinkIssuer: support sign-in links an administrator issues for another account — issue() (show once), send() (e-mail through MagicLoginNotifierInterface in the recipient's locale), canIssue(). Never for the issuer's own account nor for protected roles (AdminMagicLinkRefusedException), and AdminMagicLinkIssuedEvent for the host's audit trail. Documented in MAGIC-LOGIN.md.
• Config profiles.*.magic_login.admin_link.lifetime (default 3600) and admin_link.protected_roles (default ROLE_ADMIN, ROLE_SUPER_ADMIN); parameters nowo_auth_kit.magic_login.admin_link.*.

Changed

• MagicLogin\MagicLinkFactory builds the login link (recipient locale, absolute_url.base_uri) for both the sign-in page and administrator-issued links; MagicLoginRequestHandler behaves as before.
