Bundle routes are opt-in again: controllers are no longer autoconfigured, so a host's routing.controllers import does not expose them (REQ-SF-004 rule 7). See UPGRADING.

Fixed

• Dashboard routes are opt-in again (REQ-SF-004 rule 7). On Symfony >= 7.3 autoconfiguration tagged the dashboard
  controllers (#[Route]) with routing.controller, so a host's default config/routes.yaml
  (controllers: { resource: routing.controllers }) registered them without importing routing/dashboard.yaml, at
  the host root (/collections, …) instead of under web_ui.path_prefix. The controllers are no longer autoconfigured
  (explicit controller.service_arguments + container.service_subscriber tags); access is still checked by the
  dashboard access subscriber.
