Locale lists accept %parameters% and env vars (no compile error with a parameter). See UPGRADING.

Fixed

• locales given as a container parameter or env var ('%app.locales%', '%kernel.enabled_locales%',
  '%env(json:APP_LOCALES)%') no longer breaks the container build ("Expected array, but got string"): prepend()
  processed the whole raw host config, where the parameter is still a string (and kernel.enabled_locales is not
  defined yet), and the node only accepted a literal list. prepend() now reads only the deprecated dashboard.* keys,
  locales accepts a list or a parameter / env placeholder, and an env var is read at runtime (the first locale
  becomes the loader default when default_locale is null). See CONFIGURATION.
