Setup locales accept %parameters% and env vars; int env placeholders for the cold-start MySQL port are kept. See UPGRADING.

Fixed

• setup.locale.enabled given as a container parameter or env var ('%kernel.enabled_locales%', '%app.locales%',
  '%env(json:APP_LOCALES)%') no longer breaks the container build ("Expected array, but got string"): prepend()
  processed the whole raw host config, where the parameter is still a string (and kernel.enabled_locales is not
  defined yet), and the node only accepted a literal list. prepend() now processes only css_framework and
  panel.extra_classes, the node accepts a list or a parameter / env placeholder, and an env var is read at runtime
  by the setup routes, gates, exclusion matcher and time-limit subscriber (the derived /{locale}{prefix} paths are
  built by factories). See CONFIGURATION.
• setup.cold_start.mysql_port given as an env var ('%env(int:DATABASE_PORT)%') was silently replaced by 3306;
  the placeholder is now kept and resolved at runtime.
