Tab icons and the host's tab style (text, icon + text, icon only)

Added

• Tab icons (partials/_tabs.html.twig): an item may carry icon (a canonical kind or an icon name such as
  tabler:bug, rendered by components/_icon). It then renders <span class="nowo-ui-tabs__icon"> and
  <span class="nowo-ui-tabs__label">, and data-rail-label with the label. Items without an icon, and every item
  with icon_set: none, render exactly as before.
• Tab style (data-tab-style on any ancestor, usually <html>): absent or text shows the label only (the
  default, no visual change); icon-text shows icon and label; icon shows the icon, keeps the label as the
  accessible name (visually hidden) and visible on the current tab, and shows it as a tooltip on hover and keyboard
  focus. Under 30rem, icon-text rows of five or more tabs behave like icon, so they stay on one line.
