Changelog

Language names with polyfill-intl-icu (no ext-intl) and locale tabs legends hidden by the tabs runtime itself. See UPGRADING.

Fixed

• nowo_ui_locale_name() / locale_tabs partial with symfony/polyfill-intl-icu: LocaleNames now checks
  extension_loaded('intl') instead of class_exists(\Locale::class) (true with the polyfill, whose
  Locale::getDisplayName() throws) and falls back to the upper-cased code when the display-name lookup throws.
  Hosts without ext-intl but with the polyfill no longer crash. The constructor takes an optional display-name
  resolver (tests, custom names).
• Locale tabs legends without nowo-ui.css: nowo-ui-tabs.js and the Stimulus tabs peer make the panel legends
  (legend.nowo-ui-locale-tabs__legend, new [data-nowo-ui-tabs-legend]) visually hidden themselves — class
  visually-hidden, data-nowo-ui-visually-hidden and CSSOM properties (allowed by strict CSP; no style attribute in
  the markup) — so hosts that load the tabs runtime without the UiKit CSS no longer show large "English EN★" legends.
  They stay in the accessibility tree (no hidden / aria-hidden). Non-progressive partials render the legend with
  visually-hidden server-side.
