Fixed

• Space under the locale tab strip: the locale_tabs partial printed its tab list with the tabs slot, so the
  page-level tabs margin (mb-3 by default, mb-6 and similar in host themes; Bootstrap's mb-3 is !important)
  added to --nowo-ui-locale-tabs-gap. The list now uses the new slot locale_tabs_nav
  (nowo-ui-tabs nowo-ui-locale-tabs__nav; Bootstrap nav nav-tabs, Tailwind flex flex-wrap gap-2 border-b,
  Foundation tabs): the tabs look without the margin, spaced by the gap token only.
• Kebab <button> items: a POST action rendered as button.nowo-ui-kebab__item lost the item font size (the
  popover rule's font: inherit, Tailwind preflight and the UA button font) and, in popover menus, its hover
  background. button.nowo-ui-kebab__item now sets font: inherit then font-size: 0.875rem in the nowo-ui layer
  (above Tailwind base), plus the hover / current background, in both menu modes.
