camera wont work

After a tiny 11 install, the camera drivers had an issue, ı removed the device re-added it, and at some point it disappeared completely, ı don't have a camera in my HP Victus for 6 months now. a normal windows installation works just perfect but tiny 11 does not.

If you used Tiny11builder.PS1 it shouldn't affect any drivers whatsoever, however, if you used tiny11core then yes, that might have removed the function if the hardware manufacturer put in certain dependencies on microsoft services removed or disabled by tiny 11core.
I would start with installing HP Support Assist software, as I did not see a standalone camera driver installer on the hp support website for the Victus, which means they are depending on driver being installed by Windows Updates or HP Support Assist.
