When an author or editor user views an ERC (i.e. /#/erc/... URL) there should be an edit button that takes her to the createErc view. This button should only be there for candidates.

Not sure how to do the check for "author/editor/admin" though... maybe we just add it for the author, and the admin/editor, who are allowed to make the edits, have to access the edit page via manually entering the URL, or via some future ERC admin view listing.
