CI: Update first-party GitHub Actions

Update first-party GitHub Actions from v2/v3 to v4. This should reduce warnings on CI.

Motivation and Context

Want less warnings on CI to see what really needs updated/fixed.

How Has This Been Tested?

It hasn't.
I ran a test run on my fork's master branch and this seemed to go fine.

• Tweak (non-breaking change to improve existing functionality)
