Text-only release: one operating contract, 27 skills (was 37), no memory migration.

Retired / merged: superpowers, reasoning-engine, engineering-persona folded into OPS.md; yagni -> ponytail; spec-driven-development -> brainstorming; incremental-implementation -> writing-plans; test-driven-development -> testing-discipline; debug-incident-protocol -> systematic-debugging; requesting-code-review -> code-review-and-quality; finishing-a-development-branch -> git-workflow-and-versioning. Redeploying removes the retired skills from kit-managed skill directories.

Changes: each rule stated once; skill descriptions name their trigger and the neighbor skill to use instead; no CAPS/"Iron Law" emphasis; applicability gates on launch/security/observability/design checklists. OPS.md 9.5 -> 7.6 KB, skill text 227 -> 194 KB.

Logic fixes: payment timeout -> pending record reconciled by idempotency key (was "error -> no debit"); spec approval gate removed; branch integration never switches a dirty checkout, worktree-removal safeguards restored; kill/restart only owned or user-named processes; SSRF resolve-once/pinned IP; stale references (soul, ASI06, CK-03) removed.

Evidence (Windows/Python 3.12): full suite 1006 passed / 22 skipped; doctor 14/14; integrity 209 files; size gate hard 0; two independent read-only reviews, findings fixed. Routing probe (197 trigger queries x2, old 37 vs new 27 descriptions): recall 0.953 -> 0.953, false trigger 0.055 -> 0.044, exact single pick 0.675 -> 0.764. Descriptive only; part of the queries were written during the rewrite. No live task-success or token-cost re-measurement yet (v5.1 historical A/B: same solve rate, +21% steps, +41% prompt tokens). CI green on windows-latest and ubuntu-latest (run 40362961703). See docs/CHANGELOG.md and README "Upgrading".
