Fixes

• Screencast frame timestamps are documented as Chrome 156 reports them: when Chrome expects to display the frame, about one frame after the page drew it, so the last frame can be stamped a little after Stop()/stop() returns. Earlier versions of Chrome stamp the frame when they send it (both clients).
