I'm going to use this as a longer running PR that updates the codebase to use the ontohub rubocop config.

So far, after auto-fixing, 342 offenses are left, most of them Metrics/LineLength and Style/Documentation.

A newer version of rubocop exists, but since this PR has been edited by someone other than Dependabot I haven't updated it. You'll get a PR for the updated version as normal once this PR is merged.
