Fixed

• .xcstrings items with "shouldTranslate": false and localizations keep the
  flag: entries carry it in the should_translate custom key
  (formats::xcstrings::SHOULD_TRANSLATE_KEY) and writing restores it.
  Previously it was dropped and written back as translatable.
