Highlights

Added .xcstrings localization support, including placeholder inference for migrated catalog entries without explicit substitution metadata.
Added workspace ergonomics for modular repos: root-relative workspace template paths, workspace auto-preference from member directories, and shared workspace defaults.
Added pre_generate and post_generate hooks for jobs, including shared workspace hooks for formatting and other generation-time automation.

numi generate and numi check now auto-prefer the nearest ancestor workspace when run from a workspace member directory.
Workspace template paths declared in the root workspace manifest resolve relative to the workspace root.
Hooks run only during numi generate; numi check remains side-effect free.
The previous paired incremental flags have been replaced by --incremental <MODE>.
