Fixes open-telemetry/opentelemetry-go#1012
This copies the b3 propagator code and tests from
opentelemetry.io/otel/propagatorstoopentelemetry.io/contrib/propagators/b3. I placed theb3propagator in its own subdirectory, but I did not give it its owngo.mod, instead leaving that at theopentelemetry.io/contrib/propagatorslevel. Let me know if you think I should change that.Next step will be to remove the b3 propagator code from https://github.com/open-telemetry/opentelemetry-go/tree/77de1998cf5364262e06527157be49aba8d3e7a3/propagators
