The Core as a library, one expression evaluator, and fixes.

Changes

• openglacier-core is a library with the ogd and ogcli binaries on top: distributions such as
  GlacierDB build on it.
• The llama.cpp common/chat bridge moves to a crate of its own, openglacier-llama-common-chat.
• One expression evaluator for every stage, with its functions and bounded stages gathered in one place.
• The daemon's query plumbing and the engine's virtual collections are smaller; shared helpers live in
  helpers.rs.

Fixes

• Random bytes on Windows no longer read /dev/urandom.
• A public Place behaves as expected on a Core without authentication.
• A query ending in into is authorized on the collection it writes, and the collection it reads must be
  readable too.
• The flow of rows between pipeline stages.
