[4.19-9.6] crun-wasm extension fails to build due dependency issues

Unable to build the extensions container due crun-wasm dependency on lldd and llvm version 15*. crun-wasm was last built for OpenShift 4.14. The RHEL 9.6 repos contain only lldd and llvm versions 19*.

We are trying to get crun-wasm rebuilt for RHEL 9.6. Until then we will need to add the rhel-9.4-appstream repo for the extensions repo because the buildroot is still on 9.4.

crun-1.21-2.rhaos4.19.el9 is in the ART plashets but now it is built together with crun and requires the same version of crun package that it was build with, which means we'll never be able to pull crun from RHEL repos if we get crun-wasm from ART repos.

@jlebon let's talk about this when you get back next week.
