Because we no longer do the async inititialisation in the
__init__ofAsyncSubstrateInterface, this raises an exception if you attempt to decode the block metadata before receiving the proper runtime configuration data you receive inAsyncSubstrateInterface.initialize, with instructions for how to initialise.
