Upgrade polkadot-sdk / fix cargo audit #1594
Description
The upgrade to the latest SDK will be divided into multiple steps and require upgrading the dependencies first for frontier followed by subtensor.

- Upgrade Polkadot SDK to stable2412-6 #1723 Upgrade to Polkadot SDK stable2412-5 and merge upstream changes frontier#13
- Upgrade Polkadot SDK to stable2503-6 #1898 Upgrade to Polkadot SDK stable2503-6 and merge upstream changes frontier#21
- Upgrade Polkadot SDK to stable2506-2 #2098 Upstream changes + PSDK 2506 frontier#26
- Use PSDK fork from OTF frontier#33
- Update non substrate dependencies to their latest versions to fix cargo audit
