Y-axis should autoscale

Y-axis on the chart widget is not set to autoscale.
Currently the top value of the hhcell.electrical.hhpop[0].spiking plot is not visible.

@slarson autoscaling works well once you have all the points (or the min and the max at least), since the client receives the new values in real-time having autoscale would result in the scale constantly changing as new points are received.
