Fix configuration to allow publish quay.io/operator-framework/catalogd from operator-controller repository

We need grant permissions for the Quay.io user used in the controller-operator repository be able to push images to [quay.io/operator-framework/catalogd](http://quay.io/operator-framework/catalogd)

The user used it configured via secret: https://github.com/operator-framework/operator-controller/blob/main/.github/workflows/release.yaml#L30-L36

This one I think need to be done by you
If we cannot grant the permissions in the quay.io, then can you please create the secrets with the users and pwd used in the old catalogd repository, such as CATALOGD_QUAY_USERNAME and CATALOGD_QUAY_PASSWORD so that we can change the release script? We will need to use one user to push the controller-operator image and another for catalogd
