APEX Error Handling Procedure

Default procedure for the APEX Error Handler code. This may be integrated with #46.

Consider this as a low priority as we may need to start handling various version of APEX etc.

Moved to Future since may need to handle multiple versions of APEX and not sure if we want to at this moment. Also should wait for APEX error example in docs to be updated.
