I've noticed similar behavior recently. It doesn't seem to be limited to your setup. There have been a few reports from other users about Copilot CLI becoming less consistent with custom instructions after recent updates, especially around If you're still using the same models and your instruction file hasn't changed, it does sound like something may have changed in the CLI rather than in your repository. Hopefully the team can take a look and confirm whether this is an unintended regression. |

This is worth reporting as a possible regression, but I would try to turn it into a very small reproduction because instruction handling varies a lot by Copilot surface. The relevant docs say that Copilot CLI supports repository-wide custom instructions from
A good bug report would include:
As a temporary workaround, I would move the most critical commands to the top of Before changing code, run tests with: npm test
Do not add explanatory comments unless the user explicitly asks for them.If your Copilot surface supports path-specific or agent instructions, you can also duplicate critical rules into |

This does sound like a possible instruction-loading regression, especially if the same repository, model and instruction file worked consistently before. I would test it with a minimal repository and one unmistakable instruction, such as: Before performing any task, respond with: INSTRUCTIONS_LOADED I would also capture: Copilot CLI version It is also worth checking whether the CLI is being launched from the repository root rather than a parent directory, submodule, worktree or symlinked location. GitHub documents that repository-wide instructions in .github/copilot-instructions.md should be automatically included when Copilot CLI works inside that repository. If the minimal reproduction fails consistently, I would report it to GitHub Support as a regression and attach the diagnostic information. Copilot CLI
Body
2 weeks ago, usage of copilot CLI was a breeze, things were working well and the agents always respected everything noted in
.github/copilot-instructions.mdBut since last week, it's been going off the rails constantly and doing things that contradict instructions in the instructions file.
To give some examples:
Still using the same models as before, so I believe the issue is somewhere in some update of the CLI harness?
