Hello GitHub Community,
I am using GitHub Free for an open-source CAD development project.
Repository: https://github.com/Benny1496/solidcraft
GitHub Actions worked successfully until October 22, 2026. My latest successful workflow was run #30:
https://github.com/Benny1496/solidcraft/actions/runs/39860032217
Since then, whenever I try to start a new workflow manually, GitHub displays:
“Actions has been disabled for this repository.”
I have checked the repository settings and confirmed that “Allow all actions and reusable workflows” is enabled. I saved the setting and tried again, but the error remains.
My GitHub billing dashboard shows:
However, my account has five $0 budgets marked “100% — Usage blocked”, including the Actions budget.
The Actions budget has “Stop usage when budget limit is reached” enabled. When I try to edit or delete this budget, GitHub requires a valid payment method and displays:
“Unable to delete budget: A valid payment method is required.”
My repository is public, my account works normally, and I have not received any explanation for the restriction.
I also tried using the GitHub Support portal, but my GitHub Free account does not provide an appropriate technical support option.
Could someone please explain whether the $0 Actions budget is responsible for disabling my workflows, and how I can restore the free Actions functionality without adding a payment method?
If this is a separate repository or account restriction, could a GitHub staff member please advise how to request a review?
Thank you very much for your help!
Best regards,
Benny1496
