GitHub Actions disabled on my account: "owner invocation blocked" — Support closed the ticket #211750

Hi there, Deadcode here. The error message Because the virtual assistant closed your ticket automatically, you are stuck in a support loop. Here is how you can escalate this to a human engineer to get it unblocked: 1. Re-open a ticket with specific keywordsDo not use generic "my actions don't work" phrases, as the virtual assistant will intercept and close it.
2. Move your code to an Organization (The Workaround)While you wait for support (which can take anywhere from a few days to a couple of weeks), you can bypass the account-level block immediately:
3. Switch to an external CI/CD providerIf you have time-sensitive development or deployments, you don't have to wait on GitHub. You can link your public GitHub repository to a free alternative CI/CD provider in under 5 minutes:
Once a real human at GitHub reviews your ticket, they will look at your workflow files (like the proxy pool update and testing shards). If they see it's legitimate software development and not a malicious botnet or mining operation, they will manually lift the account block. |
Uh oh!

Hi everyone,
GitHub Actions is disabled on my personal account. I cannot run workflows on my own public repository.
What I see:
I already contacted GitHub Support first. They closed the ticket without a human review. The reply was from "Noah (Virtual assistant)" and said the only options for my account are GitHub Community Discussions, Docs, and Skills. They did not say why Actions was disabled and they did not re-enable it.
Changing Settings → Actions in the repository does not help. The docs also say this is an account-level disable and needs Support.
Has anyone else hit "owner invocation blocked" / Actions disabled for the whole account?
What did you do next? Did Actions ever come back, and if so, how?
Thanks.
