Subject: GitHub Actions blocked despite included usage and no unpaid bills

Hello GitHub Support,

My GitHub account "kumbipakam29-dev" is on the GitHub Free plan.

My GitHub Actions workflows are not starting. The error says:

“The job was not started because recent account payments have failed or your spending limit…”

However, my billing dashboard shows:

• Current metered usage: $13.05
• Included usage discount: $13.04
• Next payment due: None
• Payment history: “You haven't paid any bill.”
• Actions budget: $0.00 / $0.00 spent — Usage blocked.

My repository "kumbipakam29-dev/YOOOBRO-AI-Android" uses GitHub Actions for private project CI and evidence-report generation.

Could you please investigate:

1. Why GitHub Actions usage is blocked on my account?
2. Whether there is an account-level billing restriction or failed-payment flag.
3. Whether my included GitHub Actions allowance is available.
4. Whether this restriction can be resolved without upgrading my plan or enabling paid usage.

I want to keep my account on the Free plan and avoid any additional charges.

Check the Usage page to see which runner and billing period the charge is for. To avoid charges, keep the budget at $0 and wait for the included allowance to reset, or use a self-hosted runner. If it still blocks a standard Linux runner while you have included usage left, contact GitHub Support with the failed workflow link and billing details.
