GitHub free account usage limits didn't reset

Maybe I'm wrong but as I understood it you get a limited amount of free usage each month, and it is meant to reset each month? From what I can see that has happened every previous month, but not this month. All of my limits are stuck on 100%, and I haven't been able to run CI on any commit.

What can I do to fix this?
