$0Account-Scoped Actions Budget Showing “Usage blocked” — Can Included Private-Repository Minutes Still Be Used?Hello GitHub Community,
I need clarification about GitHub Actions billing and budget enforcement for a personal GitHub Free account. I want to confirm the billing behavior before running any additional GitHub Actions workflows.
1. Account and repository details
Account type: Personal GitHub account
Plan: GitHub Free ($0/month)
Repository: Private
Payment method: No valid payment method configured
Actions included allowance: $12/month in compute usage
Included storage allowance: 0.5 GB
2. Current billing information
For November 1–30, 2026, my billing summary shows:
Item | Amount -- | -- Gross Actions compute usage | $0.14 Included usage discount | $0.14 Billable usage after discounts | $0.00 Included Actions compute allowance | $12.00 Actions storage used | 0 GBThis indicates that my existing Actions compute usage was covered by the included allowance.
3. Current budget configuration
Under Settings → Billing → Budgets and alerts, I see an account-scoped Actions budget with:
Budget amount: $0.00
Amount spent: $0.00
Displayed status: Usage blocked
The budget is account-scoped and applies to all repositories owned by my account.
The budget configuration page also displays the option:
“Stop usage when budget limit is reached.”
I have not changed this setting, and I have not independently confirmed whether this option is currently enabled.
4. Questions requiring clarification
I would appreciate precise answers to the following:
Q1. Included compute versus a zero-dollar budget
If my private repository still has unused GitHub Free included Actions compute allowance, can a GitHub-hosted Actions workflow run using that included allowance while the account-scoped Actions budget is set to $0.00 and displays “Usage blocked”?
Or does this zero-dollar budget block Actions execution immediately, even before the included allowance is exhausted?
Q2. What does “Usage blocked” actually mean?
Does this status mean that:
All Actions execution is blocked, including usage covered by the included allowance; or
Only additional billable usage beyond the included allowance is blocked?
Q3. How is budget enforcement calculated?
When GitHub evaluates an Actions budget, does it consider:
Gross metered usage before included-usage discounts; or
Actual billable spending after included-usage discounts?
For example, if a workflow generates $0.50 in gross compute usage but the entire amount is covered by the included allowance, does that count toward a $0.00 Actions budget?
Q4. Does having no payment method change the behavior?
If no valid payment method is configured, can private-repository workflows still consume the remaining included Actions allowance?
Or does the combination of a missing payment method and a $0.00 Actions budget prevent even included usage?
Q5. Is there an officially supported way to verify this without running a workflow?
I do not want to trigger a live workflow simply to discover how GitHub enforces this combination of settings. Is there a documented, read-only method to confirm whether included Actions compute remains available?
5. Important clarification about my intent
I am specifically trying to understand whether included GitHub Free Actions compute can be used safely without incurring charges, given the current $0.00 account-scoped budget and its “Usage blocked” status.
I have not:
Added a payment method.
Changed the budget amount or enforcement settings.
Changed repository visibility.
Triggered any workflow for testing.
Authorized any additional paid usage.
I would prefer an answer based on GitHub's documented billing and enforcement policy, rather than an assumption or a recommendation to test it with a live workflow.
If possible, I would especially appreciate clarification from a GitHub staff member or someone familiar with the actual Actions billing enforcement implementation.
Thank you.
