How to access z/OS?

I'm a beginner trying to port cloc to z/OS. My main issue is getting access to a z/OS system for development and testing.

I've read the documentation and am currently learning through IBM Z Xplore, but I haven't found much information on how developers typically access z/OS environments.

How do you usually develop and test on z/OS? Any advice would be appreciated.
