Small typo in NOTES_FOR_DEVELOPERS.md

Hello,

I was reading through the documentation for libosium and saw a small typo in the `Include-Only` section of the `NOTES_FOR_DEVELOPERS.md` file.
Change "One drawback **ist** that you can't have static ..." to "One drawback **is** that you can't have static ..."
