Summary

This release fixes Telegram delivery so that final messages are actually routed through the rich markdown delivery path instead of bypassing it. Previously, finals could fall through to a plain path, so users could see formatting and markdown rendered incorrectly or inconsistently on Telegram; with this fix, completed responses consistently use the rich markdown renderer, ensuring the delivered message matches the intended formatting.
