Add TI funding request to TAC decision process doc

This PR adds a line to the TAC decision process to reflect the TI funding request TAC review process (per the doc).

I should note that the TI funding process doc only says "a majority of the TAC" is needed for approval, so the current # of approvals is set to the basic majority. Happy to change it to 7 if others feel strongly about needing TAC quorum to review funding requests.

Personally, I am fine with a majority. As elected and appointed folks, this is one of our most important duties to perform, so I hope that everyone would do their best to make time to review and comment on funding things.
