ci(release): 去掉 --draft，让 Release 真正可下载

release.yml 用 gh release create --draft 建发布，于是每次推 tag 得到的都是
草稿。此前 0.1.1 / 0.2.0 / 0.2.1 三个 Release 全部停留在草稿，从未公开，
任何外部用户都拿不到这个插件。

0.6.0 已手动转正，本条让后续 tag 直接产出可下载的 Release。
