Review finding: the create-release job checks out the tag, so tags predating
bin/release/extract-changelog.bash cannot have a missing GitHub Release recreated by the workflow.
Accepted as a rare manual recovery; SOP and spec now say so instead of over-claiming.

Replace --generate-notes (PR-based auto-notes) with the tag's CHANGELOG.md section via
bin/release/extract-changelog.bash, so each release has one narrative. Extraction failure fails
the job; recovery is the existing republish path. Runs only when the release is missing, so
republishing tags that predate the script still no-ops green.

Testing

Review feedback: the trim/pad test only checked content order (bats lines[] skips blank lines) and
its name overpromised. Assert the whole section body instead, pinning that the interior blank line
survives and leading blank lines are trimmed.
