ModSecurity v3 configure says LUA disabled but its not true

We have to explicitly run ./configure --without-lua otherwise it says that it disabled it but make fails trying to compile the LUA parts...
So it lies (heh)!!!

There's already a proposed fix at #1639. It will be merged into master soon, but you can apply the patch already to your build.
