  explicitly report NOT judged pages without changing selected judgements.
• Enforce wiki freshness by default; label opt-in --report-only results.
• Default wiki derive to a read-only before/after preview; require --write
  for mutation, report written pages, and identify Achta/version in block headers.
• Pin only verified_against, verified and updated; preserve DERIVED and
  lead bytes and state that new lead prose belongs to the PM.
• Add recipe check --expect-order for ordered, occurrence-sensitive expectations.
• Prove explicit wiki selection isolates reads and writes. No routing defect
  reproduced at v0.5.9; --wiki-dir continues selecting a canonical direct wiki.
