Disallow bool times string

Discussed in dev meeting on 10/8/25, decided to disallow this in 3.0, so change the stubs to disallow multiplication of a bool times a string series/index. (and the other bool sequences, etc.)

In other words, the current behavior in 2.3 is considered a bug.

Probably should also disallow bool * timedelta in the stubs as well.
