BUG: 2.2.2 py3.9 Windows wheel not available on PyPi?

Pandas version checks

Reproducible Example

In Windows:

pip install pandas==2.2.2

Or

poetry update pandas # in a poetry environment

I don't have windows so can't test this straihtforwardly, but thought to raise. Can't seem to find another issue about this.

Issue Description

We're using poetry to manage the dependencies, and the windows binary for the 2.2.2 release can't be found for python 3.9? This is the output of our lockfile

EDIT: It seems like this is a poetry problem specifically https://pypi.org/project/pandas/#files as the files are there.
