Add header to all eligible python files. These files are not usually subject to the header check script. I only added the copyright to the check_header_helper.py script - it uses python 2.7 explicitly so adding the futures was unhelpful.

These files are not subject to the header check usually. I just added the copyright
notice to check_header_helper.py since it was explicitly written in python 2.7.
