Changed the stabilization_cmd and inputs to supervision_run to have a standard range of [-MAX_PPRZ,MAX_PPRZ]

Unfortunately this also means a retuning of the gains, but afterwards the gains stay the same regardless of which actuators (SUPERVISION_MIN/MAX_MOTOR) range is used.

If tested and everything is ok, this fixes #156, #158 and #166
