Hardening pass from deep code audit
P0 Fixes
- Fix unicode crash: all string truncation now uses safe char-boundary helper
- Fix char_count to count unicode chars, not bytes
P1 Fixes
- Rebrand preflight from "algorithm scoring" to honest "post quality lint"
- Consolidate algorithm numbers: remove stale 2023 values, all marked as estimated
- Replace bookmarks with quotes in engagement rate formula (bookmarks are not an algorithm signal)
- Remove
--goal bookmarks (was a no-op)
- SQLite hardening: WAL mode + busy_timeout(5000ms) + synchronous=NORMAL on all databases
- Fix scheduler retry: reset to pending on failure instead of stuck in firing
- README: remove false claims about governor crate, RFC 5849, --quiet flag
