ort-sys locates its download cache through SHGetKnownFolderPath and
panics with "could not determine cache directory" when that call fails.
The same commit both passed and failed this step on the Windows agent,
so it is a transient shell-API failure in the freshly spawned step
process rather than a build error.

Retry up to three times, but only when the log matches that exact
panic; any other failure still aborts on the first attempt. A retry
reuses every dependency already compiled, so it costs little.

The loop drops ErrorActionPreference to Continue, because redirecting
a native command's stderr (2>&1) turns each line into an ErrorRecord
that the script-wide "Stop" preference would escalate into a
terminating error. The exit code is the verdict instead.
