• Added a safety patch after independent review found that parallel MSSQL range
  reads reserved max_inflight_bytes only after ODBC had materialized a batch;
  the value therefore did not bound source, Python, Arrow, Parquet, or process
  memory. range_parallelism.mode: required now fails before source metadata or
  row I/O with columnar_range_pre_read_byte_admission_unavailable, while
  mode: auto records that reason and uses the existing serial columnar path.
  mode: off and serial manifests are unchanged.
• The 0.87.0 PyPI publication succeeded, while its independent source
  Release and Runtime image workflows failed closed before creating a GitHub
  Release or promoting a GHCR image because pre-tag release-candidate evidence
  was absent. 0.87.1 provides a fresh immutable identity so those channels can
  run only after valid pre-tag evidence; PyPI remains published exclusively by
  the external release controller.
• Suspended the 0.87.0 MSSQL parallel range capability until a future design
  provides pre-read byte admission and exact-commit live RSS evidence. Existing
  configuration keys remain accepted; no unsafe silent parallel execution is
  permitted.
