Fixed

• Wait for the standard pip resolver to observe dpone[full,accel] before
  building the tagged runtime image. The 0.87.2 source release and PyPI
  publication completed, but PyPI's JSON/file endpoints became visible before
  the Simple API exposed dpone-native-accel==0.87.2; the GHCR workflow failed
  closed before its first registry write. 0.87.3 uses a bounded, no-cache
  resolver gate and a new immutable tag with the full pre-tag evidence cycle.
• Preserve the runtime behavior shipped in 0.87.2: bounded BCP Native and
  serial ODBC paths remain available, while MSSQL columnar range parallelism
  remains suspended. required fails before source I/O, auto records the
  safety reason and uses the serial route, and no 0.87.3 setting re-enables
  the parallel path without certified pre-read byte admission.
