Fixed

• Recover the runtime-image publication after the 0.87.3 GitHub Release and
  PyPI publication completed but GHCR rejected the first blob-upload request
  with permission_denied: write_package. The package now grants the source
  repository explicit GitHub Actions write access; 0.87.4 uses a new
  immutable tag and the complete pre-tag evidence cycle rather than retrying or
  moving v0.87.3.
• Runtime and connector behavior remain unchanged: bounded BCP Native and the
  serial ODBC routes are available, while MSSQL columnar range parallelism
  remains suspended. required fails before source I/O, auto records the
  safety reason and uses the serial route, and no 0.87.4 setting re-enables
  the parallel path without certified pre-read byte admission.
