claude-code-tools v1.30.1

A small follow-through release: it propagates the voxtype plugin version
so existing installs actually receive the documentation shipped in
v1.30.0.

voxtype plugin

• Plugin version bumped to 0.3.0 (#234). Claude Code only refreshes a
  cached plugin when its manifest version changes, so the
  voxtype-install skill's new --set KEY=VALUE section — added in #233
  and released in v1.30.0 — never reached anyone who already had the
  plugin installed. Bumping plugins/voxtype/.claude-plugin/plugin.json
  makes the updated skill land on the next plugin update.

No library or CLI behavior changed in this release; the Python package
contents are identical to v1.30.0 apart from the version string.
