Security bugfix release

This release ports a security fix from the bitshares-core repo. Only witnesses must upgrade.

This release replaces the previous hardfork release 1.0.160327.

Important fixes:

• Fix an incorrect asset ID returned by cli_wallet for non-BTS vesting balances cryptonomex#625
• Fix a bug causing multisig to (incorrectly) fail in some cases cryptonomex#631

In addition, numerous bug fixes and wallet enhancements have been included, and reindexing performance has been improved.

Reindexing will be required, and should occur automatically.
