Obnoxious version popup message every time you open #7209
Description
It is incredibly unfriendly and obnoxious to popup this warning every time you open pgadmin.
Please stop it. Nobody else does this kind of annoying user interference any more.
You are currently running version 8.2 of pgfAdmin 4.
however the current version is 8.3.

Pgadmin versions change constantly and its so annoying to see the error over and over until you upgrade, and believe it or not, we do not want to upgrade every month immediately whenever you put out a new release.
Provide an option to turn this off or just stop it.
