[feat] Network drives should be supported in windows

Describe the problem

In windows, Network drives can be mounted like \\network\some\path . Phcode cannot handle those paths currently.Windows

Describe the solution you'd like

Should be able to work with network paths.

#1710 should also be fixed along with this.

Alternatives considered

Workaround:

Windows allows to map a network drive to a drive letter.
